When can I request a chip count?

I am wondering if a player can call for a chip count at any time during a game. I saw a game of Texas where there 2 players left. Player A was major chip leader over player B. Player A went all in pre flop and Player B called him. Just before the flop was dealt Player A requested a chip count.

As the bet was already in place and there was nothing to be gained in any way from a count the dealer denied the request. Was the dealer wrong or right? Can a player request a count at any stage?

This sounds like a strange time for a chip count. As you said, there's nothing to be gained when the bet is already made and therefore I think the dealer made the correct decision when denying the request.

I don't know the exact rules for these situations, but I think you can ask for a chip count at any time you want - when the count can have an impact on your decision. Just requesting chip counts in a random manner is terrible poker etiquette and the dealer must deny players overusing their right to get information on the size of opponents' chip stacks.
