Required bet for next position, after an All-In Bet
Question:
Here is the specific scenario that almost caused a fist fight at a tournament the other night.

The small blind was 30 and the big blind was 60. The first player to act after the big blind only had 61 chips, so he went all in with 61. How many chips are required of the next player in line to act? I say that they answer is 61, but many people at this game thought that the proper call for the next player would be 120. Their philosophy is that since the hand was actually raised, the minimum raise would have been 120 to anyone with enough chips. My claim is that no one should be required to call for more chips than anyone else has put into the pot yet.
I hope that this was worded well enough to make sense.

You're absolutely right; you're never required to call for more chips than anyone else has put into the pot yet.
The all-in bet of 61 in your example is far too small to be considered a raise. In fact, a player who called before the all-in player made his move, wouldn't even have the option to raise when the turn got back to him (unless someone else has raised, of course). He can only call the one extra chip, or fold.
