Verbal Declaration, Out Of Turn

Question: Can you please tell me, in a live game if you say that you are going all in when it is not your turn can it be said that it is a VERBAL declaration or is it not worth the paper it is wrote on.

That's a tough question because a number of rules come into play. Here is a few notes about some rules that apply:

- You can't use angles in poker. An angle is intentionally acting in such a way that you gain by manipulating the rules. This is an angle. Another example would be if you pretend to bet out of turn to discourage other players from betting, when you know an out-of-turn bet will just be taken back.

- Verbal declarations in no limit holdem are binding, but out-of-turn bets aren't (unless there is action behind).

- A player can't act in such a way to induce or reduce action behind him. (This is similar to the angles thing above.)

So, I think what would happen is that the dealer would ask the player to act in turn -- a warning -- and then the player's who's turn it was would act. If the player did this again, then a floor person should be called and the player should be disciplined in some way. In both tournament play and live play, forcing a player to sit out for a set amount of time is generally the punishment.

In your situation, I'm guessing some guy is just saying something like, "if you bet, I'm going all-in!" That isn't binding no, but he shouldn't be allowed to do that since it isn't his turn.
