This is a tricky situation because technically, folding a better hand isn't against the rules. If there is some sort of team play though, then that would be considered cheating -- collusion. If you are at a table, before the showdown happens, you can ask the dealer to "show all hands." What that means is that the player who calls and tries to muck will instead have his hand turned face up. You can do this at any cardroom, just make sure you announce it to the dealer before the hand is over. The rule is for this exact reason. This annoys people so do it sparingly.
Also, you have to have a legitimate reason to be asking. You can't, for example, ask to see all hands from a player from now on. There is a clause in most cardrooms that says this rule can't be used to persecute another player. So yes, you can request the dealer reveals the hands at showdown. They are shown face up to the entire table.
Remember too that in holdem, a player doesn't have to announce their hand strength. It sometimes is the case that a player doesn't realize they have a flush or straight and still ends up winning, when another player sees what they have and points it out.
Also, a dealer's job isn't conflict resolution. Floorman are in charge of handling disputes; this includes everything from collusion, like you mentioned here, to when there is squabble over who is next in line for a seat change. When someone has an issue, the game stops, the floorman is called over, and the dealer explains the situation. Then a ruling is made and the game continues.
If this is happening in a home game, you can't do much. I would just suggest you don't play there anymore -- or at least not for any money that you aren't ok with losing.
