Raising Rules
If there were four players, say they were playing any round (possibly the first), and the first bet $10, then the second raised to $20, and the third called $20, and the fourth player (dealer) called $20, could it then be reraised by the second player after the first has called the $20, possbily allowing play to continue round the table 3 times until round ended finally with a cap on the third raise, or does raising have to stop after play has reached the dealer?

Answer: For both questions, the answer is no. Once the player just called, unless someone else raises behind him, he doesn't have turn anymore. Let me give you an example of when the first player could reraise. Let's make this limit holdem so it is easier:
Player A calls (1 bet)
Player B calls (1 bet)
Player C raises (2 bets)
Player D calls (2 bets)
- now it goes back to Player A's turn
Player A now just calls (2 bets)
Player B reraises (3 bets)
Player C calls (3 bets)
Player D calls (3 bets)
- back to Player A again
Player A now reraises (4 bets and the max raises allowe per round, a "cap")
Player B calls (4 bets)
Player C calls (4 bets)
Player D calls (4 bets)
See a betting round ends when everyone has basically matched bets. It keeps going around until the round is capped (max raises allowed) or people are all-in or they call.
