Raising All-in With Less Then Min Bet

Question: I have a question on betting:

We have seen the flop. Player A has $20, Player B has $8, Player C has $20

Player A first to act bets $5, player B raises all-in $8.

Question is, as this is technically a raise (which would normally be a minimum of $10), is the bet to Player C $8 or $10???

Answer: It is a raise, just not a full one. Player C would be required to put in $8 to call. Player C does also have the option to reraise now. A player entering the pot before him with an all-in won't remove his options to raise.
