That's a good question Harry, but I don't know if I have much of an answer for you.

For the readers, a must move game is a table that is opened that new sit-in at before they sit at the main table. This is done when there aren't enough players to support another full table. Players sit in the must move game until their name comes up on the main table, at which point they move over. If the floorman were to open two tables, neither would be full and the it would be likely that the new table would cannibalize the first.

It has been my experience that each cardroom and staff run their room however they like. Some cardrooms never open games up when there are 15 names on the board, while others are happy to open new tables. I don't think that the tables are opened and converted to regular games based on time. I think it is done based on the board only. If you have a main game and a full must move game, then they shouldn't convert it until there are enough players willing to play that limit so that both games can survive. The staff usually knows what the response to the game is like for that day/night so they have a feel for if the game will last or not. Probably the general rule is that when there are enough names on the board to open another must move table, then the first one can be converted.

My advice for you would be learn how to take advantage of these shorthanded situations because most of the players who play full games aren't used to playing short. If you work on that part of your game, you can more than make up for the extra blinds coming around.
