I read some interesting tips for playing texas holdem by Ian Horne. Does he, or do you know someone fairly reasonable that would teach me to play a solid game?Thanks in advance for any feedback you can provide.

Unfortunately I am not familiar with Ian Horne. I hope that the extensive library of strategy articles here could be of some help.
If you want to learn a solid game I would also recommend the Texas holdem books by David Sklansky and Dan Harrington.
