End of Game - Chip Count Versus Hand

We had a game last night where there were 3 players remaining out of 8. We had agreed to pay out 3 places before the game started.

Top 3 Beginner Rooms

One player (Player A) had enough chips to cover player B (second in chips)
and player C (third in chips).

Player B and player C were both all in. Player A had three sixes (winning
first place), player C had three threes and player B had two kings. How
would you pay out the 3 places? Would it be the player with the second
highest chip count (player B) at the beginning of the hand, or the player
with the second best hand (player C) that would win the second place money?

The player with the second highest chip count at the beginning of the hand should get the prize money for second place. The chip count is always the deciding factor in situations like these.
