Calling with less than the bet

Question:

If at the end of a game there are two players left and the first player bets say $100 and the other player does not have enough money to match that bet, but says I am going "all in" with the money that they have left...is that legal and can it be done? Say the money he has left to bet is $75. Can he put that in and the other player then removes $25? It happened in a game I was playing

You're absolutely right. The player with $75 left is allowed to go all in, and the other player can remove a $25 chip from the pot. A player can always wager what she has left on the table, but remember that she only can win as much as she has in front of her - from each opponent still in the pot.
