Betting rules in a friendly game

My question is betting rules in a friendly game. We had four people left. Blinds where $6 and $12. First player called the blind and went all in for another $3 that is all he had. 2nd player folded. 3rd player small blind said all he had to call was $9 since that is the bet at the time, $6 to match blind and the $3 raise.

The question is does the 3rd player have to match the $3 raise or $12 minimum bet, since the big blind has yet to act?

The table was divided on the rules for this situation. The arguments where that is the bet at the time and all that had to be called and by not betting the minimum the big blind if he raised(bet) the minimum the small blind would get a second chance at his cards. Obviously any money over the $3 raise would be put in a side pot.

If I understand you correctly the first player called the big blind ($12) and then went all-in for an extra $3. In this situation the small blind is allowed to only call the extra $9. (A player is never forced to put in more money than previous players have, with the one exception that the player in big blind is all-in for less than the size of the blind.) The small blind only gets a second chance to act if the big blind decides to raise (as he would in all situations when he calls and the big blind decides to raise). The big blind can choose to fold, call the extra $3 or raise.
